IntroductionThe Dublin Signature Trail, first introduced as a recommendation in the 2024 Envision Dublin Community Plan, aims to provide a connected, joyful and iconic east-west experience for pedestrians and cyclists across Dublin. The Signature Trail will provide new community links, outdoor recreation opportunities and improvements to multi-modal access to key destinations. The City of Dublin will engage with community leaders, stakeholders and the public to develop a bold and implementable vision that details the exact trail route and design features such as wayfinding, lighting, shelters, bike facilities and more.GoalsThe goals for the Dublin Signature Trail build upon Envision Dublin and City Council&#39;s Visionary Goals and provide structure for consensus-building and decision-making throughout the process.<ul><li>Desirable: Aligns with community-identified desires and needs</li><li>Iconic: A significant and recognizable landmark and destination for residents and the region</li><li>Visionary: Leveraged to create additional growth and economic opportunities</li><li>Connected: Anchors a connected and holistic citywide and regional trail network</li><li>Accessible: Welcoming and inclusive trail, expanding non-motorized mobility options to all persons</li><li>Sustainable: Supports an ecological and resilient Dublin</li><li>Actionable: Designed for implementation that uses diverse funding sources and delivers early wins</li></ul>Process and Schedule: The vision for the Signature Trail is in its early stages, and the identity and implementation process will all be developed as part of this planning study. The project will continue through 2025 to gather community input. The City of Dublin will organize a process that engages with City staff, elected officers, project stakeholders and the public throughout the study, which will be completed by the end of 2025.This is a multi-phase project that will involve numerous opportunities for public engagement from planning to construction. Dublin Signature Trail

In January 2025, Dublin City Council adopted the goal to &ldquo;Accelerate Economic Development in the West Innovation District&rdquo; and spur development and infrastructure investment in the District.The West Innovation District (WID) represents the future growth potential of the city&#39;s far western corridor with a goal to establish a world-class innovation and research district that serves as an economic engine for Dublin, with the broader goal of creating a self-sustaining cycle of innovation that works together with the educational institutions and companies in the district to constantly provide talent and opportunities for collaboration within the region.WID is targeted for office, research, laboratory and clean manufacturing uses. With a focus on &ldquo;speed to build,&rdquo; the area is ideal for quality projects requiring predictable development review processes.Planning in the WID is geared to meet the needs of today&rsquo;s development environment. Freeway visibility and access, proximity to Ohio University-Dublin Campus and R&amp;D locations along the 33 Smart Mobility Corridor make this business neighborhood the ideal setting for modern enterprise campuses.From employment options, expanded greenways and park areas, opportunities for passenger rail and a signature bike trail to the revenue from new businesses, hotels, events and tourism prospects, the City&rsquo;s residents, business community and visitors will benefit from WID&rsquo;s innovative services and amenities that make Dublin such a desirable community to live and work.Implementation StrategyThe City has engaged Planning NEXT to develop a West Innovation District implementation strategy, focused on roadway infrastructure and utility planning. Land use recommendations were adopted with the Envision Dublin Community Plan. The strategy will develop modeling scenarios for potential street, water and sanitary sewer buildouts to determine the feasibility of development, providing greater predictability in future decision-making for improvements to the area.The integrated implementation strategy will:<ul><li>Foster an authentic innovation focus to establish a distinct identity for WID.</li><li>Enhance connectivity and infrastructure&nbsp;through multimodal transportation, passenger rail integration and key utility improvements.</li><li>Drive innovation, sustainability and resilience&nbsp;by incorporating future-ready technologies, advanced stormwater management and utility solutions aligned with Envision Dublin&rsquo;s goals.</li><li>Optimize land and resource planning&nbsp;by identifying key parcels for development and transportation infrastructure, outlining land use triggers and aligning service capacity needs to support growth.</li><li>Streamline development processes&nbsp;to ensure smooth regulatory implementation, attract investment and improve regional cooperation.</li></ul>The plan incorporates two planning areas into the project&rsquo;s scope:&nbsp;<ul><li>WID Special Area Plan - 2,250 acres of land bound by Shier-Rings Road, S.R. 161, U.S. 33, Avery Road and Houchard Road</li><li>WID+ - 7,091 acres north and west of the corporate limits of Dublin.</li><li>These two areas are separated in the plan due to current service limitations for utilities outside the WID Special Area Plan. The plan will provide more in-depth analysis, mapping and recommendations for property within the Special Area Plan while providing a more general analysis of the greater region of the WID+ and what is occurring in adjacent jurisdictions.</li></ul>Strategic Land AcquisitionIn October 2024, the City of Dublin announced a <a href="https://dublinohiousa.gov/city-news/city-of-dublin-announces-strategic-land-acquisition-for-economic-growth-and-recreation/">strategic land acquisition</a> of approximately 243 acres in the West Innovation District. This acquisition, valued at $44.6 million, includes parcels in both Franklin and Madison Counties and encompasses SportsOhio, Shepherd Excavating and Carter Farms.This acquisition advances City Council&rsquo;s strategic framework and visionary goals as well as several strategic plans, including the Envision Dublin Community Plan update and Economic Development Strategic Plan. It will also enable the completion of University Boulevard, enhancing north-south connectivity, extending public utilities and supporting economic development in the West Innovation District.

Guided by placemaking principles, the Emerald Connector will provide vital access to quality health care and jobs, while preserving mobility in Dublin and northwest Columbus.Why Is the Emerald Connector Needed?The proposed I-270 crossing from Tuller Road to Emerald Parkway is the solution to relieving traffic on Sawmill Road and becoming a health connector gateway to Mount Carmel Dublin on Emerald Parkway. It will:<ul><li>Allow bicyclists and pedestrians the ability to safely cross I-270. It will also give hospital employees and visitors a low-stress travel option for accessing food, hotels and other businesses off campus</li><li>Ease traffic on Sawmill Road by 20% and extend the life of the I-270/Sawmill Road interchange</li><li>Draw traffic away from Sawmill Road, Riverside Drive and other adjacent roadways</li><li>Expand the roadway network, improving connectivity and access north and south of the existing I-270 interchange, supporting 450,000 jobs within a 15-minute drive</li><li>Improve access to healthcare for neighborhoods located nearby</li></ul>Why Not Just Build More Lanes On Sawmill Road?Adding more lanes on Sawmill Road will only draw more traffic here, which will actually increase travel delay, driver frustration, idling time and emissions; and create a harsher pedestrian and bicyclist environment.Much-Needed Traffic Relief on Sawmill RoadWhen established in the mid-1800&rsquo;s, Sawmill Road was surrounded by open fields, a sawmill and country roads. Today, it is a victim of the area&rsquo;s substantial economic growth and success. It is a congested corridor with heavy traffic and few safe places to walk or ride a bike.Today, Sawmill Road:<ul><li>Operates at nearly 280% over the vehicle capacity it was designed to handle</li><li>Has nearly 100,000 vehicles using the interchange with I-270 every day</li><li>Sees more than 70,000 vehicles traveling the corridor near I-270</li></ul>The Emerald Connector to Mount Carmel DublinMount Carmel is building a new hospital and emergency center on Emerald Parkway, adjacent to the proposed new crossing.The 300,000-square-feet facility will create approximately 350 new jobs and provide a full range of healthcare services to the local community.
